Frontier
has assembled a project team with significant experience in implementing
design-construction, remediation, management services, and environmental
construction projects. A summary of the management role of each team member
and a brief discussion of their experience is provided below:
Daniel S. Hinds, CEM, RHSP:
President, Program Director. Mr.
Hinds is President of Frontier Environmental Services, Inc. and has more than
thirty years of diverse experience in the fields of hazardous waste
management, systems safety engineering, evaluation of chemical process,
environmental auditing, health and safety and compliance, construction, and
construction management services. Mr. Hinds also has expertise in turnkey
environmental remediation.
Since
1990, Mr. Hinds has been devoted to engineering and construction management
tasks with experience in environmental, chemical processing, industrial,
and heavy construction projects. He was task manager for a system safety
evaluation of a coal to methanol facility, and a nerve agent
de-militarization facility. He was directly responsible for corporate RCRA
program management, and a Project Manager for CERCLA actions.
Mr. Hinds
has served in various management positions to ensure cost effective
services for government agencies and diverse industry projects. He has
managed a multi-disciplinary technical staff dealing with hazardous waste
treatment, storage, and disposal facility; hazardous waste management; RCRA
site corrective action implementation; RCRA Part B permitting process;
alternative treatment technologies; and health and safety contingency
planning.
Brent A. Scarbrough, PE:
Vice President, Project Engineer. Mr. Scarbrough is a
Project Manager/Engineer for Frontier Environmental Services, Inc. and has
a master’s degree in the field of environmental engineering. Mr. Scarbrough has been involved with the
environmental field and construction management since 1992. His specific
fields of experience include hazardous waste management, storm water
management, quality assurance and quality control, health and safety
compliance, sampling and analysis, permitting, and heavy equipment
operations. Mr. Scarbrough has
direct project experience with industrial facilities closure, land
application systems operation and maintenance, design and implementation of
a large-scale storm water management plan for an EPA Superfund site, design
and construction of stream restoration projects, reclamation of mined
lands, mine closure, and low-level radioactive waste management. Mr. Scarbrough has authored and
implemented various site cleanups under the CDPHE Voluntary Cleanup Program
and RCRA’s Integrated Corrective Action Plan Program. Mr. Scarbrough has been involved with
project management in all aspects of the environmental field.
Clay
E. Combrink:
Project Manager, Project Scientist.
Mr. Combrink is Project Manager for Frontier Environmental Services, Inc.
and has been involved with environmental construction and related tasks.
Mr. Combrink has specific project experience with mined tailings, low-level
radioactive waste, industrial and commercial facilities closure, and
geotechnical exploration. Mr. Combrink also has specific experience with hazardous
waste management, storm water control, quality assurance and quality
control, health and safety compliance, heavy equipment operations and management of
natural landscapes. He has supervised EPA, State of Colorado and private
entity projects since 1991, and has managed a geotechnical office and the
clientele associated with it before coming to Frontier. Mr. Combrink has
extensive experience in sampling of contaminated soil and water, as well as
a thorough understanding of the natural processes involved in environmental
remediation.
Joseph
J. Feiler:
Project Engineer. Mr. Feiler has a
broad engineering and project management background encompassing experience
in the construction and mining disciplines since 1980. His expertise has
been proven in diverse project types involving general construction;
mining; surface and underground reclamation engineering and contracting;
concrete and cellular (foamed) concrete/grout; geotechnical, environmental
and investigative drilling; and environmental remediation. He has
implemented projects to as much as $10,000,000 including selection,
procurement and quality control of management and administration from
marketing, proposals, bids and cost estimates, through project accounting,
scheduling and work with clients and regulatory agencies, to field superintendence,
hands-on construction, heavy equipment operation, report writing and
supervision of field crews.
Travis R. Snyder:
Construction Manager, GIS
technician. Mr. Snyder has a bachelor’s degree in the field of
Environmental Science with a concentration in hydrology. He has extensive knowledge and
varied experience in the fields of environmental design, construction
implementation, and watershed management. He’s participated in
environmental projects including: slope stabilization and re-vegetation,
stream restoration, reclamation of mined lands, radioactive site decommission,
and high altitude paving operations. Mr. Snyder has provided project
management and quality control for large scale reclamation projects since
2004. He has extensive practice with water quality field and laboratory
analysis, heavy equipment operations as well as experience with ArcGIS and
MODFLOW.
Nicholas A. Ochs,
AC:
Construction Manager. Mr. Ochs has been
with Frontier Environmental Services, Inc. since 2003. He has a Bachelor of Science Degree, from
East Carolina University, in Construction Management,
as well as a minor in Business Administration. Mr. Ochs has also been
accredited by the American Institute of Constructors, as an Associate
Constructor. He provides experience
that comes from hands-on training, as well as formal education, and
emphasizes the highest levels of safety and quality in all tasks
performed. His experience stems from
work involving environmental construction, mine rehabilitation, mine
tailings remediation, acid mine drainage treatment, grading/ earthwork, and
general infrastructure construction.
Key Personnel:
Based on a combined 100-plus years of experience of Frontier’s
Principal and permanent staff in environmental construction in the Rocky
Mountain states, Frontier has developed a network of specialized
environmental professionals, craftsmen, equipment operators, and laborers
with significant experience in implementing environmental construction and
remediation projects. Because
environmental projects vary significantly, Key Personnel will be assigned
to Frontier’s projects based on relevant experience and the necessary
skills to perform project-specific tasks.
